WBA NEWS WBA responds to Puerto Rico Commission
PANAMA - In response to Puerto Rico Boxing Commission's President Jose Peñagaricano's statement regarding the implementation of the open scoring system at the World Boxing Association (WBA) Welterweight bout between Miguel Cotto and Oktay Urkal last Saturday in Puerto Rico, the WBA has this to say:
1. At no time the WBA indented to make a judgment on the open scoring system itself but to make the public and media aware that such system is not part of the WBA rules, for which we did not approve or support the Puerto Rican Commission's decision of implement it at a fight ruled by the WBA.
2. Just as the Puerto Rico Commission does, the WBA has always been in favor of optimizing its rules for the benefit of boxing. However, we do not believe that implementing at a WBA ruled fight a new and still experimental system without any previous notification to the WBA is the best way to do it. We took the news with great surprise, specially since Mr. Peñagaricano himself had said only four months ago, on early November 2006, that "It's impossible for us to implement such thing in Puerto Rico as it (the open scoring) kills the judges' independent thinking.It's totally dangerous. There are a lot of gamblers in boxing and sometimes the security is not the best."
3. Without any purpose of generating a controversy, it is our duty to ratify that during the rules meeting of the Cotto vs. Urkal fight on Friday, the WBA supervisor Jose Oliver Gomez formally requested Mr. Peñagaricano a copy of the Puerto Rico Commission's rules that mention the open scoring. This was done in order to file this information into the supervisor's report as the WBA had not been officially informed of the Commission's decision until the weigh-in took place.
4. We appreciate Mr. Peñagaricano's willingness to talk about the open scoring system's virtues, yet we have to remind that the first sanctioning body that implemented such system as an experiment at a championship bout was no other than the WBA back in April 24, 1999, in a fight between Shramba Mitchell and Reggie Green, for the WBA Super Lightweight title. That experience was considered unsuccessful back then, so we decided not incorporate the open scoring system to our rules. However, the WBA will always be open for dialogue when it comes to the betterment of boxing.

La AMB aclara situación con Comisión de Puerto Rico
PANAMÁ - En respuesta a las declaraciones del señor José Peñagarícano, presidente de la Comisión de Boxeo Profesional de Puerto Rico, vertidas en diferentes medios de comunicación, la Asociación Mundial de Boxeo (AMB) desea expresar lo siguiente respecto de la implementación del sistema de puntuación abierta en el combate entre Miguel Cotto y Oktay Urkal, por el título welter de la AMB, el último sábado en Puerto Rico:
* En ningún momento la AMB emitió un juicio sobre el sistema de puntuación abierta en sí mismo, sino que, simplemente, aclaró a la opinión pública que no forma parte de su reglamento, por lo cual no fue avalado en la pelea entre Miguel Cotto y Oktay Urkal, en la que estuvo en disputa el título welter de nuestro organismo.
* Al igual que la Comisión de Puerto Rico, la AMB ha estado siempre en favor de optimizar constantemente sus reglas en beneficio del boxeo. Sin embargo, creemos que no es lo ideal aplicar en forma unilateral y sin previa notificación un sistema nuevo, lo cual lógicamente nos tomó por sorpresa. Máxime cuando el propio señor Peñagarícano afirmó hace sólo cuatro meses, a principios de noviembre de 2006, que "aquí (en Puerto Rico) no se va a implantar. Es imposible que se apruebe semejante cosa debido a que se termina el criterio independiente de los jueces.Es totalmente peligroso. En las carteleras hay muchos apostadores y a veces la seguridad no es la mejor".
* Sin ánimo de generar polémica, es nuestro deber ratificar que durante la ceremonia de lectura de reglas el supervisor de la AMB, José Oliver Gómez, solicitó al señor Peñagarícano copia del reglamento de la Comisión de Puerto Rico donde figurara la regla que hace mención al sistema de puntuación abierta, con el propósito de que esto constara en el informe de supervisión. Dicho requerimiento se realizó en virtud de que la AMB no había sido notificada previamente de la existencia de regla local alguna respecto del tema de marras.
* Apreciamos la disposición del señor Peñagarícano a dialogar sobre este tema, al margen de que cabe recordar que el primer organismo en impulsar el sistema de puntuación abierta fue, justamente, la AMB, el 24 de abril de 1999, en el combate entre Shramba Mitchell y Reggie Green, por el título superligero de la AMB. La experiencia en aquel momento fue considerada poco exitosa, por lo cual el sistema de puntuación abierta nunca se incorporó a nuestro reglamento. De todos modos, la AMB siempre está abierta al diálogo productivo.
