Vargas On Steroids

It's been reported today (9/27/02) by many Spanish and American news sources that a urine sample taken

from Fernando Vargas  after his loss to Oscar De La Hoya has tested Positive for steroids. 

The Nevada State Athletic Commission is expected to take action against him. 

The question is why?
